Video leads to theft arrest

MADISON, Wis. -

Surveillance video led to an arrest in the theft of a delivery driver’s cellphone, according to Madison police.

The delivery driver, a 42-year-old man from South Beloit, Ill., told police he pulled his refrigerated box truck into the parking lot of Walgreens at 2909 E Washington Ave. at 10 a.m. on Thursday, and his phone was taken by someone who got into the truck after he got out.

He said the phone contained important contact information.

The driver told police about a suspicious teenager in the area. Police checked surveillance tape and saw the teen going in and out of the truck.

Emmanuel L. Harris, 17, of Madison, was found walking in the 2900 block of Union Street at about 1:30 p.m. He was arrested on suspicion of theft and felony bail jumping.

The phone was not recovered.

Police said Harris is also charged in a case of theft and operating a vehicle without the owner’s consent.
