Officer issued 4 citations after crash

RICHLAND CENTER, Wis. -

A Richland Center police lieutenant was issued four citations after a single-vehicle crash and an investigation, according to the Richland County Sheriff’s Office.

Deputies were called to an area near Jungle Lane and County II in the town of Westford at 11:06 p.m. on Sunday for a report of a vehicle on a guard rail. The vehicle was registered to Lucas M. Clements, according to deputies. There was minor damage to the vehicle and damage to the guard rail.

No one was at the scene, but deputies said a tow truck operator called by Clements arrived on the scene.

Deputies said they found that the driver of the vehicle was been at the nearby Jungle Bar and was drinking alcohol before the crash. They said they learned he had been given a ride home to his parent’s home in Richland Center.

A deputy said he called Clements’ father who verified the officer was at his house, but said he would not wake him up. The deputy went to the parents’ house, but no one would answer the door.

Deputies said they also tried calling Clements on his assigned cellphone, but the call was not returned until 10 hours after the crash was reported.

Clements told deputies he had dropped his cell phone and hit the guardrail.

Clements was cited on suspicion of hit-and-run property adjacent to a highway, failure of operator to notify police of an accident, operating left of center and inattentive driving.

The Richland Center Police Department is conducting a separate internal investigation of the incident. The police chief said no decisions have been made on potential leave for Clements during the investigation.

Clements has been employed by the Richland Center Police Department since 2003 and has served as a lieutenant since 2010.
