Heroin overdose leads to arrest, police say

MADISON, Wis. -

Madison police arrested a man who they say provided heroin to a man who survived an overdose.

Vincent R. Stepter. Sr., 47, was arrested Monday in the 6700 block of Schroeder Road on suspicion of second-degree reckless endangerment and delivery of heroin.

Police said a man in his 30s was found unconscious in an east side residence in February. The victim’s mother was able to keep him alive performing CPR with instructions from a 911 dispatcher.

Stepter was later identified by detectives as the man who provided the victim with heroin. Police said Stepter is likely to face more charges and they continue their investigation.
