Grandmother sentenced in child care program scam

MILWAUKEE -

A Milwaukee grandmother is sentenced to a year in prison for scamming the state child care program for low-income parents.

Seventy-year-old Shirley Howard is the third member of her family to be sent to prison for defrauding the Wisconsin Shares child care subsidy program. Howard's daughter and grandson were sentenced in 2011 for the same type of fraud.

Prosecutors said Howard falsified attendance records, overbilled for children in her care and charged for children who never attended Shirley's Child Development Center.

State regulators closed Howard's center in 2010 following an investigation by the Journal Sentinel that exposed fraud in the $350 million child care program.
