MILWAUKEE -

The girlfriend of a Milwaukee man who died in police custody in 2011 while gasping for air says she's outraged that the three officers at the scene won't face charges.

Twenty-four-year-old Sharday Rose says she's upset the officers won't be held accountable for Derek Williams' death. She says they deserve long prison sentences, and she's frustrated the legal system doesn't seem to offer that as a possibility.

Rose spoke to The Associated Press in her attorney's office Friday. Her comments came hours after a special prosecutor said he wouldn't charge the officers because the evidence was too limited.

Rose says her three kids, ages 2 to 4, don't have their father, but the officers get to go home to their families. She says she'll continue fighting, perhaps with weekly marches.

Twenty-two-year-old Williams died in July 2011 after gasping for air in the back of a squad car. An inquest jury last month recommended a misdemeanor charge against three officers of failure to render aid.

Special prosecutor John Franke released his final report Friday. It says the inquest jury found probable cause that an offense was committed, but there wasn't enough evidence for a prosecutor to prove guilt to the stricter standard of beyond reasonable doubt.

The three officers could still face federal criminal charges. The U.S. Attorney's office in Milwaukee has not ruled out charging them.

Other officers testified that they thought Williams was faking his symptoms.
