While most U.S. citizens believe the economy is on the mend, these 10 cities' wages have been plummeting.
Using 2011 and 2012 census data from the Bureau of Labor Statistics, 27WallSt.com has calculated the top 10 cities with the biggest declines in pay.
The ranking is based off 2011-2012 wage growth, unemployment and employment change (the change in the size of the workforce).
10. Santa Cruz-Watsonville, Calif.

Average weekly wage: $849, down from $856 the year prior
9. Sandusky, Ohio
Average weekly wage: $701
7. Ocean City, N.J.
1 year wage growth: -1.1%
Average weekly wage: $737
6. Las Cruces, N.M.
1 year wage growth: -1.2%
Average weekly wage: $678
6. Kennewick-Richland-Pasco, Wash.
1 year wage growth: -1.3%
Average weekly wage: $894
5. Flint, Mich.
1 year wage growth: -1.4%
Average weekly wage: $816
4. Atlantic City, N.J.
3. Elizabethtown, Ky.
1 year wage growth: -1.8%
