Investigation: Fired UWPD officer took thousands of inappropriate photos, videos

MADISON, Wis. -

Records from an investigation reveal a University of Wisconsin police captain was fired for taking thousands of inappropriate photos and videos.

A termination letter states that Capt. Peter Ystenes was fired March 12 for inappropriate use of university property and failure to use good judgment after an investigation that started Jan. 27.

The investigation revealed Ystenes secretly photographed and made videos of police department employees and women in public using police department equipment. He’s also accused of viewing pornography on state computers.

The photos were mixed in with evidence photos on memory cards, according to the letter. The photos included hundreds of photos of women on the sidewalk taken from his second floor office.

Investigators said Ystenes also used his state-owned cell phone to photograph women in stores and took video of female employees under tables during meetings.

None of the photographs taken by Ystenes included nudity, according to department officials.

The letter states Police Chief Susan Riseling had considered accepting Ystenes’ resignation, but fired him after realizing the collateral harm he had done to his coworkers.

“The repeated nature of your actions signals that this was no accident,” Riseling wrote. “But instead is a series of repeated intentional acts on your part.”

Members of the public are being contacted if they appeared in the photos, and the department will work with them if they decide to pursue criminal charges.

Ystenes had been with the department since March 1996.
