Fight breaks out in City County Building

MADISON, Wis. -

One man was arrested and another cited after a fight inside the City Council Building in downtown Madison Thursday night, according to a release from the Madison Police Department.

Officers were called to a hallway on the Wilson Street side of the building at 11:29 p.m. where several men had been “bunking down.”

Police said Manuel H. Rocha, 47, picked up a wet floor sign and began beating a 62-year-old man in the head. The victim got to his feet when Rocha grabbed, tackled and punched him several times.

Rocha used the sign to poke a second man in the legs, police said. That man, Ezekiel J. Golden, 45, of Madison, defended himself and Rocha ended up on the floor.

Police said Golden then kicked, stomped on and used the sign to hit Rocha.

Rocha was arrested on suspicion of substantial battery and Golden was cited for disorderly conduct.

Rocha’s blood alcohol content was measured at 0.35.
