Domestic incident ends with tactical situation in Beloit neighborhood

Residents in a Beloit neighborhood were asked to stay in their homes Wednesday night as police negotiated with a man allegedly involved in a domestic incident.

BELOIT, Wis. -

Residents in a Beloit neighborhood were asked to stay in their homes Wednesday night as police negotiated with a man allegedly involved in a domestic incident.

People living in the 300, 400 and 500 blocks of St. Lawrence Avenue, 700 block of Vine Street and 700 block of Oak Street were told stay in their homes, according to a police report.

The situation stemmed from a domestic incident that was reported Tuesday in the 700 block of Oak Street, police said. When officers responded, the man involved in the situation, Laquann J. Kendell, 20, fled the scene.

Around 5:30 p.m. an officer saw Kendell in a vehicle with another Ronald L. Hicks, 28, and the vehicle pulled over near Vine Street and Roosevelt Avenue, but Kendell and Hicks fled, authorities said. Police set up a command post and told neighbors to stay indoors because they believed Kendell had weapons in the vehicle.

"We activated our tactical team and crisis negotiators," said Capt. Dan Risse, with the Beloit Police Department. "They talked the first individual into coming out and surrendering himself. The second individual also exited the house."

After 30 minutes of negotiating with police inside the same residence in the 700 block of Oak Street, Kendell and Hicks were arrested, police said.

Risse said there haven't been any issues at the residence in the past, and there's no reason for neighbors to worry about safety.

Officials said Kendell is the adult son of the woman who lives at the residence in the 700 block of Oak Street.

Kendell was arrested on tentative charges of domestic reckless endangering safety, being a felon in possession of a firearm, second-offense possession of THC and on a  warrant through the department of corrections. Hicks was arrested on a warrant through the department of corrections.
