Man charged with supplying heroin in overdose death

JUNEAU, Wis. -

An investigation into the heroin overdose death of a Dodge County man has led to a homicide charge against a Racine man.

Joshua Loewen, 23, of Portand Township, was found unresponsive in his home Aug. 20 and later declared dead at Columbus Hospital, according to a criminal complaint.

His parents told police he was out with friends the night before and they discovered him unresponsive when he didn’t get up for work. They also told police Loewen had a heroin addiction and had overdosed before, according to the criminal complaint.

Willie D DeGroot, 26, of Racine, was taken into custody on other charges Aug. 23 after a search warrant was served at his house, according to the complaint.

He pleaded not guilty and is due to be sentenced this week on charges of possession of narcotic drugs and felony bail jumping.

DeGroot is now charged with first degree reckless homicide.

The complaint states DeGroot admitted giving Loewen heroin but told police he was just a middle man.

Investigators said they found text messages had been sent between the two men.
