MADISON, Wis. -

Republican legislators are circulating a bill that would allow attorneys to nullify court rulings blocking state laws by filing a quick appeal.

Under the bill, attorneys could essentially void injunctions or restraining orders blocking statutes by filing an appeal within 10 days. The stay would remain in effect until an appellate court or the state Supreme Court orders it lifted or disposes of the case with a final order.

The bill comes after Dane County judges struck down portions of Gov. Scott Walker's law stripping most public workers of their union rights and voided a GOP law mandating voters show photo identification at the polls.

Assembly Minority Leader Peter Barca, a Kenosha Democrat, said the GOP is trying to alter the balance of power between courts and the Legislature.
