Court: Milwaukee police can't bargain health costs

A Wisconsin appeals court has ruled state law prohibits Milwaukee police from negotiating their share of health insurance costs.

Republicans included a provision in the 2011-2013 state budget that barred police and firefighter unions from having any say in the design of their health insurance plan. The language essentially extended a ban Gov. Scott Walker included in his plan stripping most public workers of their union rights to public safety workers.

Milwaukee Police Association officials argued they could still negotiate officer costs like deductibles and co-pays.

The 1st District Court of Appeals ruled Tuesday the language does block such negotiations. The court says it would make no sense to let municipalities design health care plans unilaterally but allow negotiations over employee costs.

The union's attorney had no immediate comment.
